Nusa Dua has gated communities and a secure shopping area called Bali Collection (a free shuttle takes you there night and day). There are several checkpoints before you enter the precinct and each property. You can stay at The Laguna, Westin or any of those big hotels along there. They are right on the beach.
There are markets etc close and you can grab a taxi to get to the the other areas if you want noise and madness :)
