Peoples tolerance to pain varies. It also depends where on your body you get the tattoo as to how much it hurts. The one I have inside my wrist didn't hurt much at all, but the one on my back that crosses the spine got a bit hurties were it was closer to the bone, same with the ankle.
My mum got a small one on her back at the same place in Bali that I have used. It took no more than 30min total and she claims it hurt more than child birth. She couldn't relax the whole time though, so no doubt tense muscles made it hurt more.
