I travel with a 10" netbook they cost under $300 in Australia. It operates on Windows 7 and has Wifi and a 250Gb HDD. These specs are pretty much what they all have. it is light and whilst it wont fit in a pocket it could fit in a handbag. I had no problem hooking into free hotspots through legian and many hotels provide free wifi to guests. I did not try a modem, like you I use a local sim card on my mobile for sms and calls. I mainly used the Netbook for web browsing, email and to download my photos and videos.
It is cheaper, sturdier and has more storage space than a tablet but is slower and doesnt look as cool.
