It depends on exactly where abouts you are staying. My Brother stays in Kerobokan and never has any problems. We've stayed in Umalas a few times on JL Bumbak/Umalas II. It is getting busier and you now do see taxis driving down the street but not like in Kuta/Legian/Seminyak. If you ring a taxi you would only have about a 5-10 minute wait. There are also quite a few restaurants in Umalas now which may be in walking distance to where you are staying.
