I think fraud and theft are crimes which should be reported. Sadly I have been strongly recommended by some Balinese friends to not even think of reporting anything criminal as there may be retaliation making the financial loss look minor, compared to physical pain and ensuing hospital costs. Or loss of life. Strong family ties and/or the local mafia makes these attacks on tourist possible. Crime is on the rise, believe it or not, even in Bali. Why not, as this is sadly the case all around the globe.
