Nickbali it depends on where you want a villa if you want it within walking distance of the Oberoi restaurants, Dhyana Pura shops and bars and the beach you may pay more - however there are so many variables, do you want three bedrooms? Do you want to stay longer than a week? -if you are you have some bargaining power. Do you want full luxury or jut comfortable if you are after full luxury then $200 a night may not be enough but everyone's opinion is different so you need to start sending some enquiries.
As far as Seminyak smelling goes well apart from the odd bad drain it is the same as most parts of Bali and for that matter Indonesia.
Art from Syah bali just down from Seminyak Square next door to the Art Cafe is excellent it is also a great place to watch the artists do their thing. Enjoy.
