A friend was part of the entertainment on one of those cruises, and the ship did NOT dock at Benoa Harbour. It stopped for the day at Padang Bai. That means there's no immigration office to pay the VOA at. She had to pay US$60 in advance because the Indonesian consulate doesn't (didn't) do the US$25 in advance. And she didn't even get off the ship! Had to pay it just because the ship was in Indonesian waters. Talk to your travel agent.
