I think this became popular after the Schapelle corby saga ?
The thing is Schapelle went thru 3 Australian airports Brisbane domestic,Sydney Domestic and then Sydney international with Bris and Sydney well known conduits for sending things down the line by colourful folks with airside clearances,,if you fly Perth to Bali or anywhere direct you might not feel the need to wrap, loseing stuffs not as concerning as folks putting stuff in ,i got back from Bali a couple weeks back i noticed it to forever for customs to unwrap the bags with plastic,,others had those hard plastic ties that go around carboard boxes were in use,,a few people had those on so there must be a machine in Bali (maybe Perth as well)that will put them on you can't open the suitcase with them on, flying direct i probally would not bother,,flying indirect and the risks go up,,
