you're taking kids, why don't you look at the more family friendly area of Tuban (South Kuta).
Most of the resorts down that way are 4 star and within your budget, have kids clubs, and are stone's throw from Waterbom Park.
The Dynasty springs to mind. The Ramada Bintang and the Holiday Inn are rather family friendly also.
Tuban is far enough out of Kuta to notice the difference in pace yet close enough if you feel the need to 'get your fix'.
