There is a risk of HIV transmission if instruments contaminated with blood are not sterilized or disinfected properly, appropriately or if single use instruments (like needles)are used more than once.
As for the nephew story re HIV - it has been around awhile - mainly posted here on BTF
Agree that if it was true then we would also have heard about it via the media.
