With 4 children/young adults you will probably need a 3 bedroom villa if you choose that option
Not sure there are any 3 bedroom villas in Legian for that price
For $30/40 per room per night (3 rooms) you will generally only get budget hotels in that price range
There are a few budget hotels in Legian
Not sure about villas for that price in Legian but if you increase your budget a bit & don't mind other areas then there may be something that suits
