It's not near Waterbom but further down near the airport
As it is your first time then Legian would be a good location rather than being further out
For cheaper hotels perhaps look at Kusnadi, Sinar Bali, Su's Cottages 1 & 2, Three Brothers, Garden View, Suri Wathi, Sri Ratu, Lumbung Sari, Grand Kumala/Kumala, Kumala Pantai, Adika Sari
