The Australian visa is their work permit for Australia as long as the visa allows them to work whilst here

Some visas like the Work and Holiday Visa (Subclass 462)
require Indonesians to obtain a letter of support from their government to be included in their application
This letter is issued by the Directorate General of Immigration.

Immigration officials often hassle Indonesian citizens who are living in Australia (or visited) at both arrival & departure..in one way or another
Often it's to ask for something or just make things difficult..
