working permit card for AUS

Has anyone heard of the working permit card indonesians have to get from the Indo Embassy in Denpasar to work in Aus? As in this person has a visa to work in AUS but immigration want a card permit to say they are working in AUS.. wierd right??
Apparently they are refussing to let some indonesians fly back to AUS if they dont have this card (even tho DO have the correct visa)
