Haven't seen anything on the Forum but a friend is staying in Saur and yesterday got into a Blue Cab, got to his destination with 6000 on the meter. Gave the driver 10,000 and said thanks. The driver then pointed to a small sign on the window which said " Minimum fare 15,000" Two questions 1) Has anyone else come across this. 2) if this is the case why haven't the meters been changed?
