Yes I thought that too at first. But if the fare was 25,000 why would she give 5 x 10,000(100,000) = 50,000(500,000)? She would have only given 3 x 10,000(100,000) = 30,000(300,000).
I think that she must have mistaken 50,000 note for a 500,000 (which doesn't exist). I think the taxi driver did give the right change.
