Has she been cremated yet? They don't work on a 365 day calendar, if she has been cremated her ashes will be in the family temple and they will be remembering her on many dates, they will call her spirit down for Galungun and other family ceremonies, she will still be included in many festivities.
Talk to her family and ask if you can do an offering at the family shrine where her ashes were placed.
Poorer families do not cremate for many years so there is a grave so you can put flowers on the grave, just ask which Dalam she was buried at is she has not yet been cremated, and also find out when the cremation is to be held so you can attend.
