there is information that a terrorist attack could take place. The level is always the same as the only level above that advice is a ban on travel. Obviously they are leaving it to your discretion as to whether you choose to travel or not. After the Bali Bombings of 02 there was criticism about the fact that there was information on a possible attack which was not passed on to the public.
