Night Clubs - Men in Blue Shirts

Hi. On my recent trip to Bali, we ventured out one evening to the night clubs in Legian. When leaving I noticed a number of Balinese in Blue Shirts. Does anyone know what these people do? I wondered if they are there to assist with transport?
We actually ended up with a bad taxi driver who took us a very long unknown way home (my first bad experience in my ten trips). It was a Blue Bird, which I always use.
