agree with mr confused,been riding bikes in bali for many years with all the licences you need.the problem is if you have an accident and it is not your fault it will be.it will cost you big time,most likely up to 10 times the cost of the damage.everyone will try and gain money,all the way down to the police.really not hard to get a scooter licence in bali,just another bribe will do it,remember the bali people are always in survival mode.
