and now knowing your mum is 79 years of age I doubt that she has the upper body strength to manage crutches and the reason she was given a wheelchair. Even much younger non weight baring people are issued with wheelchairs when their upper body strength is poor.
Has your mother had an x-ray? Does she have anyone to push the wheelchair... if so this will impact on their holiday too especially if they are not young.
I fell in Bali 2 years ago and fractured my foot and was non weight baring. My husband pushed me around in a wheelchair and it was a nightmare being pushed around the streets of Legian. Lucky we had a few local restaurants near our hotel.
I claimed on travel insurance and the underwriter wanted to know the ins and outs of my accident as they were going to try and recover any monies paid out to me from the hotel. In my case is was purely an accident and my own fault as I simply slipped off a step I didn't see. I also had provide details of credit cards I had used for the holiday in case it had travel insurance attached. Insurance companies will try and recover any money they can.
I agree with Roo Ted perhaps the hotel can offer her a free holiday to be taken at another time when she is well enough to enjoy it.
Good Luck
