Qantas lounge services in Bali are operated by other airlines on behalf of Qantas. That is why Qantas Club members cannot use the lounge if they are flying Jetstar. If they are flying out of an airport where there is a Qantas Club lounge (eg in Australia) then Qantas Club meners can use the lounge even if flying Jetstar.
