Yes, you can hire a motorcycle in Kuta for Rp 20,000 per day, if you bargain hard and you are willing to ride a semi-automatic older bike.
I normally hire a motorcycle from the fellows working from the footpath near the Bombing Monument.
I approach the oldest fellow there and politely tell him in Indonesian, that I have been offered a motorcycle for long term hire by a fellow in Poppies 2 Lane for Rp 20,000 per day. He will probably offer me an automatic scooter for Rp 25,000 per day. I will then tell him that I prefer a manual or semi-automatic motorcycle.
That day the fellow will deliver a semi-automatic older bike to my hotel. He prefers to deliver the bike to my hotel in order to verify my address.
Before accepting the bike I will check that there is:
* no more than 1 inch slack in the chain; and
* plenty of tread on the tyres.
I will also put my foot on the rear brake pedal and push hard, the bike should not move, and I will squeeze the front brake lever and push, again the bike should not move.
