We went over to the Gili's on the 'Gili Cat' and they left / arrived via wharfs (not the beach) so that may be the best option.

We stayed at Scallywags and it was fairly wheelchair friendly with ramps rather than steps in most places - except for one small step up onto the villa terrace. The bathroom was open air so would be good for a wheelchair.

Personally I don't think the main area of the Gili's would be too much harder than it is in Bali so long as you had fairly decent wheels on your chair to tackle the more sandy roads (away from the main areas the sand would be impossible - it was even on a bike!) We did see a couple of guys in wheelchairs who looked to be having a great time :-)
