If you rent a house in Bali for a long period yes you must report to the police monthly but generally it is the responsibility of the owner as they must pay tax on the money they are earning from the rental. I have been renting since 2007 and never had a problem because I always report to the police, now I have Kitas so only have to renew every year.
Generally people stay in hotels so it's not a problem but if people choose to rent villas and houses for extended periods best they report to the police to save any problems. Just go to the local police and report you are staying in a rental property and no problem.
