A single piece of hand luggage can't exceed 7kg. If you have 2 bags @ 7kg why not just get your husband to carry one? If you are planning on taking a bag weighing 15kg on board you will probably get stopped.
I had my backpack weighed by AA in Perth couple of weeks ago. I also saw someone being questioned about their hand luggage size at security at the entrance to customs at Perth airport.
