what a reckless statement! There have been around 100 deaths from rabies on Bali since the outbreak began two years ago. The vaccination program is not controlling the disease as well as they thought and to my mind the sooner they go back to culling the better. But the misty eyed dog lovers will freak out about that!
The fact is that you can't guarantee people's safety because if there is an infected dog its behaviour will be unpredictable so even if you try to take precautions and avoid dogs they wont always avoid you.
