The congestion issues at DPS are well recognised by local Balinese officialdom, and has been publically remarked on, with descriptions such as "a nightmare for tourists".
With photo and fingerprint being held in obeyance, maybe there is a "master plan" to bring the whole thing together sometime in the future.
However I would not expect to see anything happen too quickly, with Indonesias laid back way of dealing with issues such as this.
At the moment, from Perth, at least there is the option of the 8.15am arrival flight, and this is worth the early start just for the uncluttered arrival alone.
For other states I am not so sure, and I'm sure that it remains a lottery as to how long or short the wait will be.
