Using Australian mobile phone

Got lots of credit in my unlocked nokia and was wondering if when you message or ring someone in Australia from Bali does it charge them aswell because you are using an Australian carrier? Otherwise I will just get a Balinese sim card. Thanks :) 9 days to go!!
