unless it is the currency of the destination, the currency commonly used or you are billed and able to pay in USD. Once you start to do multiple conversions you will always lose. For Bali, the USD value can be in paying for your VOA and any accommodation or service quoted in USD but never in straight cash conversion. If you were travelling to the USA or a country that commonly uses USD as its currency it would be practical.
