Is it safe to fax credit card details?

I have booked and want to prepay as much accommodation as possible. However, some hotels do not use PayPal and are requesting me to fax a copy of my passport and also the front & back of my Visa card. Is this safe? Do I have a right to refuse the back copy and passport copy as I am concerned about fraud.
