Unfortunately a pack of dog lovers have jumped on this post trying to drown the message with their barking so time for some facts.

Since then the International Society for Infectious Diseases reports
the number of rabies deaths has increased from 27 to 42. While recognition of the extent of the problem and the post-exposure treatment of patients may have improved there is no indication that the outbreak is being contained.
Its good to read that dog numbers are down in tourist areas but there is obviously still a problem in the countryside.
Its easy to say that all villagers have to do is get a certain number of signatures to go over the top of the head man but doesnt that policy just weaken the authority of the head man? It sounds like better planning is needed.
