To say that a Balinese child is not as important as a tourist child is insulting, those are your words not mine.
Anyone should be afraid of a pack of dogs, whether Rabies is prevalent or not, one of my sponsor kids (a 5 year old village Balinese child) came to the office after school after being told about Rabies, she looked in a box I had sitting on a chair and screamed 'Rabies', the box contained 5, 4 day old pups, for 2 days she wanted all our dogs killed, now that just shows me that the message wasn't exactly conveyed well at school, she sounded a bit like you.
