Yes, BARC told me that they cannot enter a village without the Village Head's permission and it is slowing down the process, they now have the vaccinations and the staff and ready to go,there aim, to the disbelief of some is to do all of Bali and with BARC and local vets they are doing one village at a time.
One kitten died, was sick from the start, the other found a home and 5 pups have all found homes with Balinese (we've had them vaccinated and they will get their Rabies shots at 12 weeks, which we will follow up on), they are Balinese owners so they will roam the streets, that's what Balinese dog owners do, as one Balinese neighbour said to me about an expat neighbour complaining about her dog roaming the street "This is Bali and there are dogs and if she doesn't like it she can just leave". I think part of the problem is that people insist the Balinese behave like Westerners, Balinese dogs are not the same as domestic dogs, they cannot be contained in a fence (try keeping a Kintamani dog that can jump over a 2 metre fence in your yard) and culling means that many pets are killed that's why I am against it, not the culling but the fact that pets are killed.
