The 211 is issued depending on the purpose, and the same index number is used for the single entry visa for business, social and tourism. The social and business require a sponsor, and I've been told in some countries, the visa is issued with the sponsor information included. In other cases, it can be issued with the length stamped as "60 days not extendable".
Either way, when extending, the extending office checks the purpose of the visa with the issuing office - which is why it can be difficult to change sponsors. They find out who the initial sponsor was and don't like to change from that.
The rules are quite clear that a 60 day 211 visa issued for tourism purposes, and without a sponsor, is not extendable.
