The VOA is payable by EVERYONE.
It should be paid in USD and is either USD10 or USD25 per person depending on the length of your stay.
YOU CANNOT AVOID THIS PAYMENT.

The AUD27 is for the VIP or "express" service that some people choose to use to get through the process quickly regardless of the length of queues.
If you stand in the queue for two hours you are saving $13.50 an hour!
I wonder if a wharfie would work for that??!!
