Of course with any queue, there are people at the front and there are people at the back.
This is what defines it as a queue.
I guess that sometimes the ones at the front are the "sprint" brigade, who regard getting through first as something of a commando exercise, and try to co-ordinate it to the last detail.
This includes boorish behaviour like splitting a pair, and one going direct to the Immigration line to "hold a place" for the other who pays the VOA (probably in AUD!) thereby pushing other single travellers and less boorish people further back in the queue.
I am sure that as you were in Legian 40 MINUTES AFTER TOUCHDOWN others were still finding their way through the maze at the airport.
I don't want to be a commando or do Hussain Bolt impersonations, and couldn't even if I wanted to.
Neither does my 86 year old mum or 9 month old grandchild.
I do not always use VIP services either.
However, I like to have the choice to use it whenever I feel it appropriate.
Freedom of choice is a wonderful thing.
