VOA procedure

Found a diagram of the airport arrivals hall but I'm a bit confused by the VOA counter arrangement and procedure.

Are there 2 separate counters? One where you pay and another where you get the stamp? I watched a youtube video and it looks like one step (pay and get stamp) at one counter.
