The last time we were there it was a matter of following the crowd, I am pretty sure VOA has a sign they are like glass booths and you line up at the front of them the actual immigration is past those more like raised desks and you go between them.
If it is busy just take a deap breath and make sure you are actually in the VOA line first as many people were linging up in immigration line with their money poking out of their passports and other travelers were telling them where to go to pay first and to be honest it was hard to tell which line was which!
It was absolute bedlam for us though with many many people,we had been before so new the process. If it wasnt so busy I am sure it is pretty easy to work out where you need to go.
Dont stress you will sort it out just follow everyone else!
