i think the OP is asking about the official, government sanctioned VIP VOA, rather than the service offered by dennisc's contacts (who i have no problem with, would happily use if i had an elderly travel companion for instance, but let's not continue the argument here).
perth tv and travel sections in newspapers have recently reported on VIP VOA as an apparently official service. from memory i think creative holidays offers this, maybe others (correct me if wrong).

but it costs $64, dennisc's contacts are much cheaper if that is the road you want to go down.
