private/express VOA anyone used this yet

I know, I know, plenty of VOA questions but I've searched the archive and NO ONE has made mention of this new "express""private" service offered by the indonesian government. Was on a Perth TV show the other week and also in one of the weekend newspapers. Can anyone put me in the right direction here, who to contact etc or if you have used this service?
