No the 211 is not valid for 6 months.

Yes as said is only valid for the initial 60 days and then you must extend if you wish to stay.
The extension/s yes must be authorised by Immigration Authority and is at their discretion.

According to the poster whether or not the 211 for tourism purposes "should" be extended or not..the fact of the matter is it is being authorised at immigration offices in Bali and has been for some time.

And as per the Sydney Indonesian Consulate website it also states it can be extended legally even if the purpose is tourism

"The visa is valid for 60 days calculated from the day of entry into Indonesia.

If you wish to stay longer than 60 days, the visa can be extended at the local immigration office a total of 4 times, with extension valid for 30 days.
This means that maximum period you can stay in Indonesia is 180 days.

This visa can be used for visiting purposes, including tourist, social culture, family visit, mutual co-operation between the Indonesian Government and foreign authorities, educational, expertise exchanging program, business meetings, goods and services transactions, business-oriented quality control, attending or organizing an exhibition, locating film sites or preparation and business meetings.
The visit purposes listed above are subject to approval from the competent authorities"

Receipt for the visa from Consulate in Perth does not specify what is your purpose of stay for the Visitor Visa.
They are all listed together

It states Visitor Visa (Tourist Business/Social Visit)
Visa Kunjungan (Wisata/Usaha/Social Budaya)
the fee and amount paid.
(& neither does the visa affixed to your passport.
211 only & for 60 days)
