bought the voa like everyone else does and got through in 15 minutes.
You are possibly getting confused with vip voa.
i can honestly say that in 9 trips to bali,i can only remember being held up 1 hour on a couple of occasions,which is a darn sight quicker than Melbourne airport!
Most times have been 15-30 mins. maximum.
I would never bother paying more for vip voa.
