Apart for the environmental issues, ramp agents hate plastic wrapping, the luggage will get much rougher treatment as it will have to be thrown through the baggage compartment in the plane instead of sliding it on the floor due to the increased friction. If you are afraid that your luggage is being tampered with, a padlock
is a much better solution.
The wrapping and the not-being-stopped-at-customs are not related as the custom agents mostly screen the passengers (and their behaviour) and not the luggage itself.
