My wife will never leave for Bali without glad wrapping herbag at the international airport. I know at Brisbane international is costs $12AUD. It is at the front before check in. We never get stopped at customs on the other side when it is sealed with wrap. If not...then yes I recommend padlocks (just those little ones from Kmart), it then looks secure in the eyes of customs.
