I presuming he walked back to his accommodation as I don't think he would have been carried. So if they couldn't afford an ambulance, what about a taxi?
From my experience with travel insurance, you pay up front then get reimbursed when you return home. So even if they did have TI but not enough cash on them, they still would not have been any better off.
Don't get me wrong, I wouldn't leave home without it, but I don't think a lack of it caused this young man's death. More likely inattention to his injury as his drunkeness would have excused his symptons.
