TCs are easily exchanged - you do need your passport although if the money changer gets to know you a photocopy will usually suffice.
There is very little difference in the exchange rates for TCs & cash - maybe a few hundred rupiah maximum. All money changers change TCs. There is no extra charge. I always take TCs, some cash & debit & credit cards for emergencies and it's always worked well for me.
Can't comment on the Travelex Cash Passport. I'd stick to your original plan.
