I also live here and havent heard anything about it being a spin to clean up the street dogs. I am sure that Rabies would be worse for tourism than the street dogs.
I live in the effected area. 2 minutes from Ungasan where most cases have been from and I am not concerned. Most of the street dogs have been culled already and there has been a big vaccination programme. However if i or any of my family were bitten I would be sure we had the full course of shots.
Although there may have been 700 cases of dog bites in the last year, remeber there area lot less dogs around now to the biting.
