I would suggest that Jowa go to their bank here in Oz and buy the USD25.
OK, they might lose a dollar or two in the exchange...but there will be less hassle and less time lost mucking around with exchange rates,getting the correct change,etc.etc when they front up at immigration.Especially being first-timers.
Wouldn't you agree?
