planning is favouring movement away from the older more budget areas in favour of newer more upmarket areas. Renewal of hotels in the Kuta/Legian area is not being encouraged. Part of the thinking is that low budget visitors can present a less attractive image to other tourists, and that one person paying $500 per night brings in the same money as ten paying $50 a night and needs less rooms and so less land space taken so less disruption to normal Balinese activities. There has already been a very marked swing away from Kuta/Legian and I would expect this to continue.
